If the source is 50MHz then the clock can only be slower - it's not a PLL.

how should I know if it's a PLL or not as 'the average user'?

my answer to expediency? Data sheet - they are expidient: STRG+F (Windows) or CMD+F (Mac) and I can search them for what I'm interrested in.
Sure, can also search in the source code, but need to know what to look for (as it might be a quite cryptic code statement).
