Not necessarily. If you didn't enable SSH in the imager setup, you can still ( I think this still works) use pretty much any computer to create a file called "ssh" or "ssh.txt" in the first partition on the card.So I must take a keyboard, a monitor, connect them to the raspberry, all this only to enable the SSH.
