The hardware engineer responsible for HQ camera happened to walk past.
There have been no revisions to the electronics of the HQ camera module.
Checking a module, R7 does appear to be fitted, and it does appear on the bill of materials.
Just to eliminate that as the issue, check the voltage on the output of U5 which is the pin closest to the edge of the board. It should be sitting at 1V8.
I may backtrack anyway - U5 has an open collector output so can only pull the line low. The high state is achieved by pullup resistor R14.
