Its not an answer but you might find this useful:
The "SD Card Copier" tool clones a running system onto a spare disk.
So you could install raspberry Pi OS in the normal way, do all the configuration and setup as needed, install any software etc, and when you are happy with the system, clone it to an SD card or USB drive. That way you have a backup. You can clone it as many times as you like of course. The "cloned" disk(s) will just boot and run as normal.
