I have found the issue. The issue is that in kernel 6.1.74 and kernel 6.1.77 alleged i2c_designware fixes actually messes up the I2C bus (at least for our device, I can't speak about the others, maybe Waveshare has the poor implementation here), causing i2c bus to have time out problems.
Your "upgrade" most likely upgrades kernel from the stable 6.1.63 to some version higher as well. That is why you are having an issue.
I have custom compiled a kernel 6.1.63 from stable_20231123 tag in https://github.com/raspberrypi/linux and it worked like a charm.
If you want to use your device, I suggest not upgrading unless this issue is fixed.
