I had the same problem, going thru Raspi-config I'd see that the boot loader updated successfully but then when I'd reboot from there the boatloader would default back to the January release.
I didn't know about the "-a" option on the eeprom-update command. Doing that (and also rebooting as Neilgl recommended) from the command line worked.. I'm now at the Feb boot loader on my Pi 5.
