I haven't used Ubuntu on a Raspberry Pi, but I am not sure setting username, enable ssh etc in the imager will work on an Ubuntu image.Neither my RPI 4B nor my RPI5 work with ssh. I try connecting, the remotes (all running Ubuntu 24.04 LTS) say, "Connection refused."
I have screen shots of the latest RPI Imager proving that I provided a username, a password and also checked the "enable ssh" box. The version of the Imager I'm using is 1.9.0. I have a screenshot proving that.
That suggests that the Ubuntu image wants you to set all these things on first boot.As far as I can tell, the Imager might be inserting a name and password into the correct places, but I am not sure that it is making a bootable image on the SD card. When I connect directly with HDMI & a keyboard/mouse, instead of booting directly into Ubuntu, it makes me enter all the timezone info as well as a user, and a hostname, even though I supposedly have a bootable SD card.
What happens after you have answered all these questions? Does it boot up as Ubuntu? It doesn't act like a bootable image, but instead like a bootable installer.
I think kip_the_elder is correct, you will need to enable SSH once Ubuntu has been booted on the Raspberry Pi.
