Mystery Solved !
I tracked this problem down to my USB current/power meter reading low when connected to a RPi-5 or RPi-4 USB type-A port. The USB current/power meter is sold under a numerous brands on Amazon, but when it first powers up, it displays "Ruigend".
My other USB current/power meter, a Satechi, gave the correct reading of 0.8 amps which corresponds to 4 watts. However in order to use the Satechi meter, I had to connect USB C to A adapters on both ends.
Now my question is why? If I spend $113 on ChargerLab's latest USB meter will it have the same problem?
