Would like to understand this chip more however the data sheets don't seem to help.

Anyone know where I can find a list of the hex/binary data to send/receive from? I'm looking for something like in this MCP23017 datasheet section 3.5 (page 17) where it gives the hex address' to connect to it. Or is there a simpler way to read this chip with python in the terminal?
