Set it up as STA+AP mode. You'll need a dhcpd on the Pi to hand an address out to the PC, and you'll need to connect to the Pi's AP to talk to it when the home router is off; ensure you assign a different rfc1918 address range to the one your router is using, and give it a different name to the house network. Note that the Pi's AP will need to be on the same channel as the home router, assuming it is connected via wifi.
