Yes, there is only one global shared RAM (LPDDR4X-4267 for Pi5), there is no dedicated high speed RAM 'on the GPU'. This is the same as on PC with integrated graphics.many ARM SOC's do not contain this high speed shared memory on the gpu, and that it is mapped onto system ram.
And such phoronix articles typically discuss something that is upstreamed into mainline kernel, this happens with quite some delay after it is already in raspberry kernel. So it is likely we already have this feature runnnig in our Pis. Well unless this is some common architectural improvement that comes from mainline kernel. One example of this in work is here viewtopic.php?p=2270416#p2270416 , we already had this NUMA stuff in 6.6 and then it comes back from mainline in 6.12.
