My Pi4 ran at 2.2GHz without throttling using passive cooling like this:The Pi 4 doesn’t throttle clocks until 80C, which wasn’t reached during testing.
I observed no reductions in the 1.5 GHz clock speed. There’s also the `vcgencmd get_throttled` command.

This cooler/case is cheap and very effective. I used liquid metal TIM instead of the thermal pads.
It is better than stick-on heat sinks, even larger ones like this:
