for the pi4 and pi5(when not using flashrom mode), the new eeprom image is put onto the fat32 partition, and the whole system is rebooted (clearing the cache)
flashrom mode lets you re-flash the eeprom without the reboot, it was originally an option on the pi4, but it conflicted with analog audio and was deletedflashrom reports sucess.
due to changes on the pi5, flashrom mode has returned, and i believe its the default now (forgot the default changed)
because the firmware stores a copy of the config in ram at bootBut rpi-eeprom-config doesn't show the change until after the next boot.
and the firmware wont notice the changes have occured, until after a reboot
