It may be a issue with the display and you may need to return it.

I see that in the instructions you need to use a male to female cable. When you trying out the Waveshare display is the display connected directly to the Raspberry Pi or is it connected via the cable?
First thing to try. Connect your Raspberry Pi to a HDMI display. Remove the sdcard and plug in your Waveshare display directly to the GPIO pins. Power it on and see what happens. If you get a solid light ... issue with the Wavershare display.
