Is the target computer a PC or a Pi?
Either way this seems like a (potentially) expensive and long winded way of doing it.
If it's a Pi, is only used for playing 'toons for your son, it's running RPiOS, and the 'toons auto play at system start just enabled the Read Only overlayfs and plug the Pi's PSU into the smart plug.
It should be possible to do something similar with other OS but you'd have to ask the devs about it.
With the overlay enabled you can just pull power without damaging your SD card.
If google can send wake on lan magic packets you might be able to modify this project of mine: https://github.com/thagrol/fakewake. It's an abuse of the protocol but it might be easier and safer than hacking smart plugs.
