Start over. If you need stuff off the card then of course use another computer to back it up. Then reinstall your OS.
Another Linux computer. Windows doesn't understand the root partition without third party drivers. Nor does MacOS. You can take a low level image but that'll be as big as the SD card because it includes the empty space. You also have extra hoops* to jump through to restore from it.
Better to install the next OS onto a new/different SD card. To recover files just stick the old one into a USB reader and insert that into the Pi after it has booted.
*: Geting the image onto a linux box, attaching it to a loop device taking into account the partition table, then mounting it. Or writing the image back to an SD card...
