I haven't encountered a system that exactly matches what you're looking for out of the box, but I suggest looking into our platform: qbee.io.

We have monitoring, remote access, and configuration management for Linux devices, so you can use us to check the user equipment on a customer network, or even install our agent to the customer router if he uses openWRT for example. in addition, we have a watchdog functionality that can restart the equipment if network is down.

Of course - if the internet is down, we can not help you, but you'll see this in the platform and can react accordingly.

We have customers with devices using SIM cards and Wi-Fi/LAN, allowing them to access their equipment via GSM even if the LAN is down for debugging.
