We used to be able to install this module via apt (it was also pre installed in various versions of the OS) as it was needed for some Foundation projects.
Not anymore it seems (with Bookworm)
You don't actually need to recreate the venv, you can just add (or remove) the setting in the venv's config file and activate it.
Either way you should never need it enabled to install the python module. Something must be wrong with your venv to do that (i.e not actually activated properly).
Or maybe you are using the old habit of sudo pip, you shouldn't be using sudo.
