It is probably possible. It should be as simple as writing the raw data directly to the printer. Many of the small printers emulate a serial port, so it shouldn't be too hard.
I haven't tried it though.
What I have done is use a Pi Zero W and fitted it inside the printer case with the USB hard wired between the two. Now I have a wireless printer that works with CUPS.
Actually that went so well that I made a second one with a Zero 2W. That was a bit harder because of the higher power requirements and lack of room inside that printer's case.
