The 10k resistor holds the signal line at vcc, but not just that, it limits the current between vcc and ground (when the switch is closed).
The 1k resistor limits the current going through it from the signal line to ground when the switch is closed.
The 1k resistor limits the current going through it from the signal line to ground when the switch is closed.
