Judging by the image in viewtopic.php?t=370302#p2221488 you have run out of swap space and most of your RAM is in use.

Judging by the image in viewtopic.php?t=370302#p2221489 the memory hogs are:
  • An unkknown python process @ 6.6%
  • java @ 8.6%
  • PlexTVTuner @ 8.7%
That's 21% of your RAM gone in just three processes but doesn't explain what's using the rest of it. And no, it isn't the disc cache.

You could try increasing swap space and tweaking swapiness (ask the forum, I'm not an expert in this) but if it were my system I'd still want to know where all the RAM has gone.

Pressing shift+m in a running top will cause it to sort by %MEM rather than by the default.
