Since you're planning on using a webpage already, couldn't you add a way to configure the schedule using that? Then the Pico could save it in case of power failure or other problems.
Possibly but I have a default time setting and the idea of using the csv file is to override the days when "normal" is not needed which is some weekends and later starts or us both having days off where the lights don't need to come on.

I have no idea on webpage creation yet but have seen a couple of tutorials that use buttons which is where I got the override option idea as I can use that as the framework idea to get it working. So whilst I probably could do what you suggest at the moment I would have no idea where to start or even attempt something like that at the moment so I would prefer to change the csv file for now as that would be easier for me and mean I can get it to where I want whilst I find (if needs) an alternative way to do it. Also the csv does protect against potential power failure so it does fit my needs.
If you end up making a webpage for an override option, you can try sending more data simultaneously. Sending time setting via a webpage is not much different from sending an on/off signal you already want to have. Some time ago I used the Microdot framework with a very simple page to toggle some LEDs, control PWM and get ADC readings, and it worked like a charm. Figuring it all out took me about one day and I started basically from the same point as you - not knowing how to build a webpage. It's really not that hard and gives you the ability to control your Pico from whatever device you want.
