The CM4 is seated correctly. It definitely is a problem with the IO board. It used to work as well so it can't be something with solder blobs (and I can't find any). It has to be something electronic. Some part is broken. I'm trying to find out which part. Like I said: the camera does not work. Ethernet, USB, HDMI still works.
